1. Atmanirbhar Bharat and Atmanirbhar MP Project:-

Preparation is being done for Action plan to upgrade institutions in the cooperative sector and creation of agricultural infrastructure by providing long-term credit facilities through "Agriculture Infrastructure Fund" (AIF)  under -"Atmanirbhar Bharat" an ambitious plan of the Government of India. Under this plan, a provision has been made to provide loan facility to PACS, Marketing and Multipurpose Cooperative Societies on government securities at 1% interest rate from the Agricultural Infrastructure Fund. Under the scheme, in MP, total 300 DPR amount by PACS in Rs. 79.70 crore has been prepared and 239 projects (DPR) have been sanctioned by district banks for Rs. 57.28 crore. Further, Rs 52.72 crore have been approved for refinancing from NABARD. nder the scheme, post-harvest projects such as warehouse construction, processing units, e-mandi etc. have been approved.

To provide credit, marketing and other services to the farmers in PACS institutions, a 3-year action plan has been prepared for the establishment of “Common Facility Center (CSC)” under the “Atmanirbhar MP” scheme. Approximate 4000 service centres is planned to be opened in PACS out of this 2137 CSCs have been established in State.

 

2. Integrated Cooperative Development Project:

The Integrated Cooperative Development Project scheme popularly known as ICDP was introduced by National Cooperative Development Corporation, New Delhi (NCDC) for overall development of selected districts through cooperative entrepreneurial efforts in the sphere of Agriculture and allied sectors such as Dairy, Fisheries, Poultry, Handloom, Marketing, Processing and Consumer sectors. The financial assistance under ICDP is provided to different cooperative sectors in various heads as under:-

There are 5 ICDP projects to be started in Murena, Mandla, Panna, Satna & Seopur district. Preparation of D.P.R. for implementation of ICDP is under progress in rest 3 districts (Datia, Damoh & Dindori)

3. RKVY (Rashtriya Krishi Vikas Yojana)

  1. The target of 200 Godwin's (1000 MT Capacity per godowns) under this scheme.

  2. The proposed go downing capacity of 2.00 Lakh MT under the scheme.

  3. Construction of godowns on govt. land provided by state govt.
  4. At present total Amount of 56.00 crores has been provided for the year 2012-13 to 2015-16.
  5. 90 godowns have been taken for construction, out of which 80 godowns have already been completed.
  6. During the year 2015-16 sanction of tender for construction of new 40 Godwin's is under progress.
  7. For rest 70  Godwin's under this scheme, the land selection and allocation process are in progress.

For the sake of convenience to agricultural farmers in remote rural areas of the state, the scheme of Bhandar Grih Nirman Yojana has been started by the govt. for PACS to increase the storage capacity in rural areas. The salient features of the schemes are as follows :-

3. Bhandar - Grih Nirman Yojana 2012

  1. Availability of govt. Land free of cost to PACS for construction of godowns under the scheme. At present, govt. Land (free of cost) has been allotted to 1500 PACS in the state.
  2. An increase of go downsing capacity of 1.50 Lac MT by the construction of 300 godowns targeted under the scheme.
  3. Financial assistance by NCDC is provided as 50% Loan, 20% Subsidy and Rest 30% is provided as subsidy by state govt.
  4. Sanction of 120 godowns by NCDC during the year 2012-13 & 2013-14.
  5. Provision of 12.00 crores in government budget for the year 2015-16.
  6. 66 godowns have been completed out of 120 Godwin's under this scheme. The construction of rest godwins is under progress.
  7. The process of selection of societies & sending of a proposal of 60 societies in the third phase to NCDC is under progress.

4. Strengthening of Marketing Cooperatives :

245 primary marketing Cooperatives are registered in Madhya Pradesh. To strengthen these institutions, a 3-year plan has been approved by the Government of Madhya Pradesh, according to which, financial aid of Rs. 19.68 Crore to be made available to 164 Marketing cooperative societies, at the rate of Rs. 12 Lac per institution, in the shape of share capital and loans.

Financial aid of amounting Rs. 3.00 Crore, will be provided to 25 institutions, in the financial year 2014-15.

5. Department IT/eGovernance Projects

Department has implemented GIGW website: http://cooperatives.mp.gov.in  and departmental web portal “M.P. State Cooperative Portal (e-Cooperatives)”: http://www.mp.nic.in/ecooperatives in e-governance sector under which efforts are being made to make various services of the department online and reach the general public.

Moving ahead in the e-governance sector, Department with the help of MAP_IT, Bhopal has implemented A web portal ICMIS (Integrated Cooperative Management Information System) for online registration of new cooperatives Societies, in which the entire process from online application for registration of cooperatives to certificate of registration is end to end online. In line of RCMS, CJCMS (Cooperative Judicial Court Case Management System) has also been implemented by department with the help of MAP_IT, in which there is a system of online monitoring of cases prevailing in cooperative courts. Also, Online RTI (right to information) application- implemented in Department for tracking and monitoring of RTI applications. Through, eCooepratives Portal – randomize audit allotment of all cooperative societies are done plus online CA Empanelment process is done every year.

The department has implemented “e-office” software with help of NIC at the headquarter level for sending online Files.

Various G2G and G2C efforts of the department have been made online to bring transparency, efficiency and effectiveness in various functions of the department. With the implementation of various portal, many works of the department are being executed at a relatively fast pace.
